Thank goodness no one was seriously hurt. This "accident" could have been so much worse. Equines for hire on city streets are accidents waiting to happen. Prey animals panic and their choice is never to FIGHT, they survive with FLIGHT. When a scared 1500 lb animal is running with a carriage bouncing and breaking apart behind them it adds to the panic.........
That horse behaving in a way that doesn't make any sense, running endlessly, bouncing off of parked cars, etc was a well trained horse with a good safety record.
