At PupQuest we call commercial, wholesale "breeders" puppy farms. That is what they are. Puppy Mill and USDA licensed can occur together and often do. Don't be fooled by USDA license. US Dept of AGRICULTURE....right....AGRICULTURE. They raise and house dogs and pups as if they were livestock, this is legal but not ethical and does not provide a pup with what it needs to be a healthy companion animal. It is legal only if the farm does not violate the woefully inadequate regulations. They are rarely inspected.
Visit PupQuest.org and learn how to identify a reputable breeder. HINT, they don't sell to pet shops!
